Yes. Very large swaps can return no route; on stablecoin corridors that starts somewhere above $30,000.

Do I need gas on Ethereum?

Not to receive. You pay gas on Solana in SOL. You will need a little ETH on Ethereum before you can move the ETH onward.

What if it fails?

Settlement is terminal: an intent either solves or fails. On failure the funds stay where they started — there is no partial fill to unwind.
